take cell phone and credit card away - takes some of the biggest distractors out of teenagers' lives.

Sixteen is too young imo.
Sixteen was set originally for farm kids to drive on the roads as they had been driving tractors in the fields for a few yrs. before they were 16 and had the maturity which came from being responsible for many other chores .
Kids today as a rule have less responsibility. Raise the age to 18 and make them pay for their own drivers training classes.

WHAT EVER HAPPENED TO 'DRIVER EDUCATION CLASS' IN JUNIOR AND SENIOR HIGH SCHOOLS, LIKE BACK WHEN I WAS A YOUNGSTER. YOU EVEN GOT SCHOOL CREDITS FOR TAKING THE CLASSES, AND LETS NOT FORGET THE LOWER INSURANCE RATES OFFERED BY THE VARIOUS INSURANCE COMPANIES FOR TAKING AND PASSING THESE CLASSES. THEY SHOULD BE MADE PART OF THE REGULAR HIGH SCHOOL EDUCATION PROGRAM. ANOTHER CLASS FOR INSTANCE, 'DRIVER SAFETY' ... WHERE DRIVING WITH THE RADIO TURNED DOWN LOW (OR NO 'BOOM-BOXES' IN THE TRUNK, THAT RATTLE THE CAR WINDOWS IN THE LANES NEXT TO THE 'NOISE-BUSTERS'). LETS NOT FORGET ALL THOSE KIDS TUNING-IN THEIR IPODS AND ESPECIALLY WHEN THEY ARE ON THEIR CELLPHONES, TEXTING OR CHATTING WITHOUT ANY REGARD TO OTHER DRIVERS, BICYCLISTS, OR PEDESTRIANS IN THE WALLWAYS CROSSING STREETS (AND THAT GOES FOR THE ADULTS TOO, DRIVING WITH PHONES STUCK IN THEIR FACES), LIKE THEY ARE THE ONLY ONES ON THE ROAD. LETS GET A BETTER HANDLE ON USE OF THESE 'TOYS' WHILE DRIVING, FOR HEAVENS SAKE!!

A teen should not be able to drive by their self until age 17, 16 is way to young in this fast paced world with too many gadgets for kids to play with and drive at the same time.

Quite simply stated, 16 and 17 year olds do NOT have the emotional maturity to be behind the wheel of a moving WEAPON. Looking back on my own driving behavior at that age, it's a miracle I didn't kill myself or anyone else. I'd say most of my friends were the same way. Someone was definitely watching out for me.

the sad thing is it takes parental responsibility, NOT the kids being responsible to make change happen.

That teen driving fatalities are increasing despite the improved vehicle designs with all of the safety features tells me that education is the problem. Novice drivers need seat time with a driving school like this one.
Tire Rack Street Survivor School
If I had a young, novice driver that I loved and wanted to be safe on public roads I would find a way to get them to this school. There are not that many school events so if you are interested you better get planning. I've read that the kids really like this training and respond to the knowledge with safe driving behavior.

Around here last year it was for too many teens in the cars at the time, and drivers/passengers not wearing seatbelts.

Economy improves mean more people driving. More people die in traffic accidents. Another benefit of a severe recession, safer roads.

Definitely not good. Unfortunately, teens think they are invincible and also don't realize the potential consequences of distracted driving.

I think Ontario's graduated licencing regulations help lower fatalities. New drivers are given a series of licences with limits on driving with/without an adult on board, day/night hours for driving, city/highway driving limits, etc. leading to a full adult licence. It works well.

There are so many things that distract teens (friends in the car, radio, cell phones). Cells are probably the worst.
